Sheff Wed Faces Major Issues, Declares Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The Championship club's current difficulties are seen as a "serious issue" and the independent regulator is seeking powers to look into club affairs in comparable cases, the recently named head David Kogan has declared.

During an extensive discussion, Kogan, who was recently selected, showed understanding towards the club's followers.

The chairman convened with four supporters' associations associated with the Championship side this week.

The team have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on multiple instances, including in September.

"Obviously the club has become a significant problem for EFL and a significant problem for football," the regulator explained.

"The club represents one of the historic institutions for football in England and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Wednesday and comparable cases referred to us if they warrant scrutiny and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman the current owner suggested earlier this year he would be willing to sell up at Hillsborough, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in earlier this year led to sanctions by the league officials in summer, stopping Wednesday from completing any transfers or loans for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has been part of their lives in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for factors unrelated to the fans themselves."

When asked if the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an particular chairman, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the owner's facing," the chairman stated.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to detail the scope of the regulator on Wednesday and maintained it represented a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished might evaporate incredibly quickly," the chairman stated.

"And that's what nobody wants in the terms of English football is a huge success story - we've got to keep it going.

"Substantial financial resources coming into football and has come into football for the recent generations, because there are no assurances it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the next two or three years."

Premier League Concerns

Top flight officials resisted the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the regulator stated: "I fully support the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you engage with division representatives after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Political Connections

The chairman continues to confront a "full inquiry" by the public appointments commissioner after he revealed he contributed money to the political party in recent years.

The chairman provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I am no longer involved in any form of political activity."
